His Royal Highness Prince Dr. Faisal bin Mishaal bin Saud bin Abdulaziz, Governor of Qassim Region, and His Highness Prince Fahd bin Saad bin Faisal bin Saad, Deputy Governor of the Region, oversaw the signing of several Memoranda of Understanding (MoUs) aimed at training, employing, and empowering 8,500 Saudi nationals, both men and women. This initiative reflects the integrated efforts of the public and private sectors to invest in human capital and bolster the objectives of Saudi Vision 2030 in developing national capabilities, enhancing labor market efficiency, and increasing the participation of Saudi talent across various sectors. His Highness commended the signing of the MoU between the Qassim branch of the Ministry of Human Resources and Social Development and the company "Atmal," which aims to provide 3,000 job opportunities. He also praised the signing of a cooperation agreement with the Human Resources Development Fund (HRDF), targeting 5,500 individuals through the activation of an integrated system of support and training programs. These programs include job matching via the "Jadarat" platform, the empowerment program, on-the-job training programs, and e-learning (Doroob), thereby enhancing the readiness of Saudi nationals and supporting their sustainability in the labor market. The Governor of Qassim praised the role of the "Atmal" company in investing in national talent and its efforts in providing job opportunities and training and empowering Saudi men and women. He emphasized that partnership between the public and private sectors is a fundamental pillar for achieving development, and that national companies that believe in the capabilities of Saudi youth and contribute to building human capital deserve all appreciation. His Highness affirmed that localizing jobs and empowering Saudi men and women are a national priority and a shared responsibility, stemming from a sense of duty and a spirit of integration. He pointed out that providing job opportunities for citizens is an investment in societal stability and the promotion of development, and that the Kingdom – may God protect it – has dedicated all possible resources and programs to support employment and empowerment. This necessitates continued efforts to translate this support into high-quality and sustainable opportunities. He said: “The results we are witnessing today are not a product of the moment, but rather the fruit of a journey that began sixteen years ago when the Localization Coordination Committee was launched. This later evolved into the Qassim Region Localization Program, which operated according to a clear vision and effective partnerships with various entities, until the region became a model to be emulated in this field.” His Highness added: “Among the first initiatives adopted by the region was the project to localize shopping malls, which was the first experiment of its kind in the Kingdom. It proved its success thanks to God, then to the concerted efforts of government agencies and the private sector, and everyone’s belief in the capabilities of the sons and daughters of the nation. This experience became the foundation for a national journey that has achieved outstanding results.” He pointed out that the self-made young men and women of the Qassim region have proven their competence and excellence in various fields, and that they represent the true promise of development. He emphasized that the region has overcome—thanks to God, and then to awareness and career guidance—many of the concepts associated with the culture of shame, and the sons and daughters of the nation are now more eager to work in various professions and sectors, which is clearly reflected in labor market indicators. Work has instilled a culture of self-reliance and pride in productive work. His Highness affirmed that the Qassim region will continue to expand strategic partnerships, stimulate investment in human capital, empower national talent, and create more job opportunities that ensure job stability and contribute to supporting the national economy. He listened to a presentation by the Secretary-General of the Qassim Localization Program, Ahmed Al-Mushaiqah, who reviewed the program's most prominent achievements and the advanced results the region has attained in labor market indicators. He explained that Qassim has become a national model for localization thanks to His Highness's support and guidance, and the pioneering initiatives and forums he launched, which have contributed to training, qualifying, employing, and empowering young men and women. He clarified that the statistical report reflects the region's excellence in localization programs, the decrease in the unemployment rate to 5.9% during the first quarter of 2026, the increase in women's participation in the labor market, the growth of private sector establishments, and the increase in the number of Saudi employees, reflecting the positive impact of the development programs adopted. The region. Abdullah Al-Subaie, Director General of the Ministry of Human Resources and Social Development branch in the Qassim region, explained that the region's advanced results in labor market indicators are a direct result of the support and attention it has received from His Highness, and the launch of pioneering forums and initiatives that have contributed to providing thousands of job opportunities, training, qualifying, and empowering the sons and daughters of the nation. He pointed out that official statistics have shown a decrease in unemployment rates in the region and an improvement in localization indicators, which reflects the integrated efforts between government agencies, the private sector, and the non-profit sector, working according to a unified vision aimed at investing in human capital, enhancing the sustainability of job opportunities, and raising the efficiency of the labor market in the region. Mohammed Al-Nahabi, Director of the Human Resources Development Fund (HRDF), affirmed that the directives of His Highness the Prince of Qassim have had a direct impact on supporting, employing, and empowering the region's job-seeking sons and daughters. He noted the developmental momentum the region is witnessing and the success in reaching a wide range of job opportunities. He reviewed the programs offered by the Fund in the areas of training, qualification, and job support, which ensure raising the readiness of national talent and enhancing its sustainability in the labor market. From For his part, Abdulrahman Al-Fada, Vice President of Atmal Company, stated that the company has achieved rapid growth in employment, with the number of jobs provided exceeding four thousand. He pointed out that this achievement was thanks to God, then to the support and empowerment the company received from His Highness, in addition to the efficiency and excellence demonstrated by the sons and daughters of the region, which strengthened the private sector's confidence in national talent and encouraged expansion in the company.
